Peacebuilding is a complex process where local and national governments, state institutions, international organisations and local NGOs are involved. They address issues of reconciliation, security, economic development and the reconstruction of stabile political and administrative institutions. In many cases, these different contributors do not interact on a regular basis and are not sufficiently aware of ways to cooperate or utilise each other’s expertise. The Nansen Dialogue Network has initiated projects that seek to identify new forms of cooperation between NGOs and official governments. In 2004-2005, the Nansen Dialogue Network had the role of regional initiator of Global Partnership for the Prevention of Armed Conflict (GPPAC). The network was responsible for organising national and regional Conferences for Conflict Prevention and Peacebuilding with the NGO community in the Western Balkans, establishing a Platform for Peace.
